Bypassing Isolation: Technical Diplomacy and Off-Budget Fiduciary Architecture in Unrecognized States – The Case of CASA-1000 in Afghanistan (2021–2026)

Following the political transition in August 2021, Afghanistan experienced deep macroeconomic isolation, diplomatic non-recognition, and the sudden withdrawal of Official Development Assistance (ODA), which historically financed nearly 75% of public expenditure. Conventional post-conflict political economy models predicted a swift, systemic collapse of state capacity. However, utilizing David Mitrany’s Classical Functionalism alongside Fritz Scharpf’s Output Legitimacy framework, this paper argues that the de facto administration in Kabul utilizes "Technical Diplomacy" and project-centric infrastructure corridors to bypass political isolation and secure functional integration within Eurasian geoeconomic networks. Through qualitative data triangulation combining semi-structured elite fieldwork interviews in Kabul with multilateral tracking datasets, this study evaluates the execution of the Central Asia–South Asia Power Project (CASA-1000). The findings demonstrate that the World Bank’s "Off-Budget" financial architecture and Third-Party Monitoring Agent (TPMA) buffers enable project-specific operations to decouple from overriding diplomatic non-recognition standoffs. Consequently, the paper reveals how an unrecognized state leverages its transit geography to secure critical off-budget fiscal flows (projected at $30M–$70M annually) and assert local administrative dominance under maximum international sanctions.
